Registration of Insecticides under the Insecticides Act, 1968
Any person intending to import or manufacture an insecticide in India is required to apply to the Registration Committee in accordance with the provisions of the Insecticides Act, 1968. A separate application must be submitted for each insecticide.
Persons engaged in importing or manufacturing insecticides prior to the commencement of this provision were required to apply within seventeen months. Failure to apply attracts a penalty of ₹100 per month or part thereof for each insecticide.
Application and Evaluation Process
Every application must be submitted in the prescribed form with all required particulars. The Registration Committee evaluates each application and may conduct inquiries to verify conformity with the applicant’s claims.
If satisfied, and upon payment of the prescribed fee, a Certificate of Registration is issued within twelve months. This period may be extended by six months where necessary.
Provisional and Conditional Registration
For insecticides introduced in India for the first time, the Committee may grant provisional registration for up to two years, subject to specified conditions.
The Committee may amend registration conditions based on efficacy, safety, and regulatory findings, and may require submission of certificates for review or amendment.
Multiple Applicants for the Same Insecticide
Where an insecticide is already registered, other applicants may apply separately. Upon payment of the prescribed fee, registration will be issued under the same conditions as the original registration.
Registration of Insecticides under the Insecticides Rules, 1971
Manner of Registration (Rule 6)
Applications must be submitted in Form I and signed by the authorized person:
- Individual – Applicant or authorized representative
- Hindu Undivided Family – Karta or authorized person
- Partnership Firm – Managing Partner
- Company – Authorized Board representative
- Other entities – Person in charge of business operations
Any change in ownership, partners, directors, or responsible persons must be promptly communicated to authorities.
Registration Fee and Submission
A registration fee of ₹100 is payable via Demand Draft in favour of the Accounts Officer, Directorate of Plant Protection, Quarantine & Storage, Faridabad.
The Certificate of Registration is issued in Form II or Form II-A, subject to prescribed conditions.
Issue of Duplicate Certificate (Rule 6A)
A duplicate certificate may be issued upon payment of ₹5 if the original certificate is damaged, defaced, or lost.
Appeal Procedure (Rule 7)
Appeals may be submitted to the Central Government, Department of Agriculture along with:
- Copy of the decision appealed against
- Proof of payment of ₹10 appeal fee
